Would you walk away from a guy mate after 9 years if he wasn't getting the message ?

This guy is a taker , turns up when he chooses tells me all his problems, but his kids are older and now prefers time there, has made actions towards me , i didnt take him up as didnt think he was serious, good to my kids .....i have not looked at another guy for 9 years , is it time to tell him not to turn up to go away and be real nasty , as he uses me as a safety net ! silly question i just want my ideas confirmed thanks x please be nice !
