A kidnapping of a politician family member as ransom, who would solve this?

Let's say a woman; a wealthy business owner worth in the many, many millions, runs for State Governor using her own money for campaigns, and during this time of her running for office (which by the way she's never held any type of political seat prior to her running for Governor) her very young daughter was kidnapped in her private estate and held at ransom at an undisclosed location, would this fall under the FBI jurisdiction, being she’s running for a political position, or would this be the guidance of local and state police investigations since she's yet to hold a political seat/position? And if this falls under state responsibility, which special police person/s would be involved in handling the case to solve, detectives? Thanks a bunch!
